Overview
Construction Management is a method of providing professional management and expertise for any construction program. The objective is to create a focused team of committed resources to effectively manage and deliver the project for the client. As the client does not typically have sufficient in-house resources it is necessary to engage a number of consultants including an Architect and Construction Management firm to assist the Owner’s forces. The CM Team becomes the client’s construction group for the duration of the project. The goal for the team is to maximize value and quality for the project while meeting the requirements of the owners-schedule. At all times the team will act in the best interests of the owner.
The standard Construction Management agreement outlines the scope of work for each party in general terms. As each party provides unique skill sets it is important that the team take responsibility to ensure that the project is developed in the most effective manner possible. To this end Normerica undertakes to assist in the development of the scopes of work for the individual design consultants for the project. Normerica will endeavor to ensure that the scopes of work will be seamless and that there will be no overlap. Normerica will take the lead in the co-ordination of the design-process to ensure that the design meets the owner’s requirements and is completed in the proper time frame.
Reporting
Throughout the project the CM Manager will keep the owner informed of the status of the project. Reports are tailored for each individual job and can be formatted to assist the Owner’s Rep. in their own internal reporting commitments. The typical formal reporting functions for a Construction Manager are outlined below.
Budget
On a monthly basis, the client will receive from Normerica a report showing financial information in the following column layout – Control Budget, Approved Revisions, Revised Budget, Committed Costs, Forecast Cost to Complete, Total Forecast Cost to Complete, Paid to Date actual, Month to date actual, Total Costs, Variance, Budget versus forecast. This report will be broken out according to the 16-construction divisions. An analysis of the variance will accompany this report. Current budget issues will be discussed in the bi-weekly project team meetings.
Schedule
The schedule will be reviewed on a regular basis and discussed at each project team meeting. Normerica will maintain an as built schedule and update it as it is required. Schedule related issues will be discussed at the bi-weekly meetings.
Tendering Process
The project will be sequentially tendered. The schedule for tendering will be developed in concert with the design details. The schedule will be monitored at the bi-weekly meetings.
Trade Contract Status
As tenders are received they will be analyzed by Normerica and owner for completeness. Normerica will provide a “Recommendation for Award” to owner for approval. Upon approval Normerica will produce a Trade Contract between the successful bidder and owner for execution. Normerica will maintain a matrix showing the status of Trade Contracts which will be reviewed as necessary.
Change Order System
There will be, from time to time, changes to the scope of work for the Trade Contracts. A change order system will be established to monitor the impacts on budget and schedule of the proposed changes. The control matrix will be reviewed as is necessary to keep the project team up to date with the budget and schedule impacts.
